As chocolate ink stated above, it is difficult to add anything.
Anyway, I am very glad for this comprehensive diary.  I have not worked on projects in Uganda since the early '90s, and have not kept properly up to date on the situation there.

It seems nothing changes; one of the projects we were supporting was developing systems to reduce the number of "ghost" civil servants.

The most puzzling aspect of the story is its durability.  One would think that Kony - apparently uncharismatic, lacking real objectives and sustaining his group through kidnappings and terror would be unpopular and vulnerable to infiltration/assassination.  Instead, negotiations are discontinued and military options are seen as the solution.  The speculation that the effort is deliberately undermined to sustain a huge military budget seems quite plausible.
Sad to see that US policies may entrench status quo, rather than encourage constructive peace negotiations.

Yes, the story is totally unreal. I'd recommend checking out the second link in the first scrollbar for a good summary of just how bizarre it really is. That this can have persisted for two decades boggles the mind.

It strikes me that I almost exclusively write massively 'feel bad' articles. Ought to try some lighter stuff before I go nuts...

No sorry, I don't - I'd have to google that, which you might as well do yourself. But Museveni recently blamed the breakdown of talks on "meddling 'donors'," which one presumes refers to the troika. The man has some cheek, you have to give him that.
