DOJ investigation into Abramoff's involvement in dealings through Guam ended in 2002. Jack Abramoff is linked to Susan Ralston and his friend Grover Norquist.

JG was reporter for Talon News, in a relation I never could find an origin of the common military term Talon.

Talon LLC was used by ENRON for a subsidiary in its financial scam and downfall.

A lot has been written about Military Intelligence and Counter Intelligence (CI) in recent days. Just today I found the most interesting and most promising link to a Wolfowitz's original TALON Project - Threat and Local Observation Notice ::

Domestic Military Intelligence Is Back

WASHINGTON (WaPo) Nov. 29 -- Yesterday, Walter Pincus reported in The Washington Post about the Defense Department's Counterintelligence Field Activity (CIFA), certainly one of the more mysterious Pentagon agencies, and one that is at the center of the Defense Department's expanded programs aimed at gathering and analyzing intelligence within the United States.

Proposals, Pincus said,"would transform CIFA from an office that coordinates Pentagon security efforts -- including protecting military facilities from attack -- to one that also has authority to investigate crimes within the United States such as treason, foreign or terrorist sabotage or even economic espionage."

On May 2, 2003, Deputy Secretary of Defense Paul Wolfowitz signed a memorandum (large pdf) directing the military to collect and report "non-validated threat information" relating to U.S. military forces, installations or missions. His memorandum followed from the establishment of the Domestic Threat Working Group after 9/11, the intent of which was to create a mechanism to share low-level domestic "threat information" between the military and intelligence agencies.

It is the military's equivalent of the FBI and intelligence community's post 9/11 shift, and Wolfowitz directed the sharing of reports on ambiguous activity.  This new reporting mechanism -- called TALON for Threat and Local Observation Notice -- applies to seven reporting categories:

  • Non-specific threats
  • Surveillance
  • Elicitation
  • Test of security
  • Unusual repetitive activity
  • Bomb threats
  • Other suspicious activity

The commom denominator of all is in the center of scams and White House political power: Karl Rove, Jack Abramoff and Grover Norquist. Blessed Be Ye Grintch in the lonely, holy season and not caring for the most needy of our nation.

The revelation that the National Security Agency was allowed to conduct non-FISA intercepts of American citizens should bring last summer's hearing on John Bolton's nomination to the United Nations back into focus.

Newsweek reports that from January 2004 to May 2005, the NSA supplied intercepts and names of 10,000 U.S. citizens to policy-makers at many departments, other U.S. intelligence services, and law enforcement agencies."

Powell raps Europe on CIA flights

Ex-US Secretary of State Colin Powell has indicated that Europeans are being disingenuous when they deny knowledge of the rendition of terror suspects.

Mr Powell said the recently highlighted practice of moving people to places where they are not covered by US law was neither "new" or "unknown" to Europe.

Talking to the BBC, Mr Powell also described his difficulties over Iraq.

  On a tangential level, have you seen much on the father and son combination of Paracha from Pakistan and their connection to a Majid Khan?

Of the father's import-export business, the official added, "The issue is the nature of the business." Mr. Ricco said that the father's company shipped textiles to the United States in large containers.

The father had a longtime business partner in New York, who had an office in the garment district, Mr. Ricco said. He added that the younger Mr. Paracha was using that office when he was arrested.

Father and son argue they didn't know they were dealing with terrorists.

NEW YORK (AP) -- In testimony before a U.S. military tribunal, Saifullah Paracha said he met Osama bin Laden on a charity mission to Afghanistan in 1999.

"He delivered the Quran and said he was a prophet. He said very nice things. Very impressive," said Paracha, a Pakistani entrepreneur who split his time between Karachi, Pakistan, and New York.

Paracha said he explained that he worked in television and asked bin Laden if he would consider appearing in a film to discuss "the terrorism program." The project never panned out, but the meeting was one in a series that led the U.S. government to declare Paracha an enemy combatant and detain him at Guantanamo Bay, Cuba.

The family's interaction with terrorists also led to the arrest of his son, Uzair Paracha, 25, who is on trial on charges that he tried to help get travel documents for an Al-Qaida operative planning attacks in the United States.

The case features competing versions of how the Parachas -- outwardly pro-American businessmen with strong ties to New York -- became involved with some of Al-Qaida's most notorious figures.

On the witness stand Thursday, Uzair Paracha insisted his father fell into company with Al-Qaida members without realizing they were terrorists.

His Al-Qaida contacts were not minor plotters. One of his visitors in Karachi was Khalid Sheik Mohammed, the alleged mastermind of the Sept. 11 attacks, and another was Ammar al-Baluchi, who is accused of delivering funds to the hijackers. A third, Majid Khan, is accused of agreeing to implement a scheme to set off bombs in gas stations in Baltimore.

All three are presumed to be in U.S. custody, although their whereabouts have not been revealed. Each has apparently spoken with investigators about his interactions with the Parachas, according to court documents, although their exact statements have been kept secret.
