Airport Security by Israeli Rafi Ron ¶ IDF - Neal Sher & Burson-Marsteller

Due to shooting incident at Miami airport, I was just doing a bit of browsing into airport security systems and services. Started to come across an Israelier Rafi Ron of New Age Security Solutions Inc. (NASS). Ron came to the U.S. one month after 911, shows up everywhere from major projects for airports, Congressional Committees and Security Conferences. The NASS website is just about ... pretty poor.

Does anyone have a take on the person or company?

Update Dec. 3, 2005 -- Minneapolis is the second large airport in the country where TSA screeners have begun testing the new surveillance system, called Screening of Passengers by Observation Techniques, or SPOT, Welna said.

SPOT is based on a profiling system at Boston's Logan International Airport. Rafi Ron, a former Israeli airport security expert, helped design the program in 2002 and his consulting company - New Age Security Solutions (NASS) - in McLean, Virginia, began training Minneapolis-St. Paul airport police in October 2004.

Police here have assigned teams to use the techniques on a "random basis" since then, airport police Lt. Shawn Chamberlain said. He said he's unaware of any potential terrorists who have been snared, but said the system improves police work.

Rafi Ron could not be reached for comment. But in 2002, he told a congressional subcommittee that screening technology at security checkpoints is flawed. It can't catch every potential weapon, he said, and manual searches are too intrusive and take too long.

Screeners should focus on those people most likely to cause problems, he said. Passenger profiling methods have been used successfully for three decades in Israel, he noted.

  He seems to have a strong connection to the datamining interests because he relies so heavily on that as a source for his preferred profiling. He seems to feel that he's above most others in awareness, whether he actually is or not.

Selective, non-random searches of passengers, after they have
entered paid areas and in some cases on moving trains. (These have been
experienced by the named plaintiffs in the lawsuit, as decribed in the
complaint, as well as in other publicly-posted eyewitness accounts and
in reports to legal observers monitoring the searches. They appear to
have been based on appearance or behavioral profiling,
the eumphemism for Israeli-style ethnic and racial stereotyping used by
Massport and Mass. State Police consultant and former Ben-Gurion
Airport (TLV) security director Rafi Ron , who is now apparently advising the MBTA as
well. Ron retired from his job with the Israeli Airports Authority just
before 11 September 2001, and started his new career as a freelance
consultant just a few weeks later in Boston. Ron has been the leading
advocate in the USA </span>of collecting additional data on airline passengers as a tool to assist human, rather than robotic profiling
and has based his consulting career on his claimed skill at uncovering
would-be terrorists through review of data collected about them in
advance, combined with personal "interviews" (interrogations). The one
time I met Ron at an airline industry conference, he sneered -- quite
literally -- at my question of whether concerns for civil liberties
would justify any limitations on measures which might
otherwise, to any degree, reduce the risk of terrorism. Anyone who
would even ask such a question, he said dismissively, clearly doesn't
understand the situation we are in.)

  I also picked up that his first name is probably Raphael with 'Rafi' being a nickname. It's also an interesting acronym. The New Age Group might also include a Media holding, which would be convenient. The New Age sounds familiar in curious entities and has a logical connection to some of the dark endeavours of DoD special offices. Again, there were crucial patents involved and again, some might have been in the wireless field.

China's Missile Imports and Assistance From Israel

Nuclear Threat Initiative (NTI) -- In addition to the alleged Patriot technology transfer, Israel has allegedly supplied China with cruise missile technology, including sensitive US technology. Specifically, Israel is allegedly assisting China with the development of its YF-12A, YJ-62, and YJ-92 cruise missiles.

In September 1992, responding to US accusations that Israel sold China Patriot missile secrets, Chinese Foreign Minister Qian Qichen denied "that there had been any kind of military cooperation between Israel and China prior to the establishment of diplomatic relations."

Under U.S. pressure, Israel backed out of a deal with China, potentially valued at $1 billion, in July of 2000.  Under the deal, Israel would have outfitted three Chinese Il-76 planes with Phalcon radars. In the spring of 2002, Israel agreed to pay a reported $300 million to put an end to the dispute over the order cancellation.

Since the cancellation of the Phalcon radar deal, Israel has assisted China in other areas including the development of the HQ-9/FT-2000, a surface-to-air missile, which would possibly use U.S. seeker technology.  It has also assisted China in the area of unmanned aerial vehicles (UAV).  In July 2002, China deployed Israeli "Harpy" anti-radar drones in military exercises in Fujian Province.

In another case of China-Israel military cooperation, a classified Defense Intelligence Agency report stated in 1999 that Israel was suspected of sharing restricted US weapons technology with China related to a battlefield laser gun. Israeli agents attempted to obtain embargoed weapons know-how from US defense contractors on the Tactical High-Energy Laser, known as THEL, the report said. The DIA also stated Israeli officials, from the government-run Rafael arms company, obtained restricted technology from US defense contractor TRW in 1996.

  Ms. Harman. I would like to extend a warm welcome to this
panel. I think the testimony is excellent. Juliette Kayyem and
I served on the National Commission on Terrorism, also known as
the Bremer Commission. Jerry Bremer was the Chair and did
valuable work, along with Suzanne Spalding who is the executive
director. And Wes Bush heads a very critical part of Northrop
Grumman, aided adeptly by Dan McLean behind him. And that part
used to be called TRW in large part.
    And I just want to tell a tiny story about TRW, which is
that 5 or 6 years ago the then-Israeli Minister of Defense came
to the South Bay of Los Angeles because he wanted to visit TRW,
because he wanted to thank the TRW workforce for its work on a
program called THEL, the Theater High Energy Laser program,
which is now quite well along and is a program that will use a
laser mounted on a mobile platform to shoot down Kayusha
rockets to be launched against Israel's northern border or
against any war theater by anyone. This is not just a program
that has application in Israel.
    At any rate, we went to Redondo Beach where TRW is
headquartered, and now part of Northrop Grumman, as I said, and
the program manager of the THEL program explained the program
to the Israeli Minister of Defense. And her name is Joanne
Maguire. And it was enormously impressive to have this very
well-qualified woman in charge of this very successful program
explaining it to a high-level foreign official. She has moved
to an another aerospace company but she still is enormously
talented.
PERMANENT SELECT COMMITTEE ON INTELLIGENCE

This correspondence is for the purpose of submitting proposed addenda, which are included as Exhibit A, to the above referenced consent decree.

In July 2002, I sent a package to Secretary of Defense Rumsfeld as well as to Attorney General Ashcroft. The package sent to Attorney General Ashcroft, received by DoJ on 7/18 via certified mail, is included herein as Exhibit B, and addresses allegations that the former TRW illegally sold a satellite reconnaissance system to the People's Republic of China in which I was allegedly the program manager. The Department of Defense addressed this issue in a competent and professional manner. As a part of its response, DoD informed me that I was perfectly correct in bring this issue to the attention of the Department of Justice. However, I have never received a response of any kind from the DoJ, and several attempts to speak to someone at DoJ about the status of my inquiry resulted in my calls being transferred to the mailroom. Finally, I asked to speak with Attorney General Ashcroft's correspondence secretary. I twice left her a detailed message as per her voice mail instruction. Said voice mail promised to return my call, but I never received any call from anyone at the DoJ.

Marco Greenberg was founder of the PR firm NYPR, after working as a manager for Burson-Marsteller corporate practice, "where he handled aerospace giant TRW and the Gov't of Israel Economic Mission".
